

Odd J. Stalebrink is an Associate Professor of Public Administration at the School of Public Affairs at the Pennsylvania State University. His research and teaching specialization is in the area of Public Budgeting and Financial Management. His scholarly work has appeared in numerous peer reviewed journals including but not limited to Financial Accountability and Management, Critical Perspectives on Accounting, Journal of Public Budgeting Accounting and Financial Management, The Accounting Forum, American Review of Public Administration, and the Journal of Public Budgeting and Finance. He is a member in the Association for Budgeting and Financial Management (ABFM); the National Tax Association (NTA); the Association for Public Policy Analysis and Management (APPAM); and the European Accounting Association (EAA). He holds a Ph.D. in Public Policy from the School of Public Policy, George Mason University, VA, and Masters and Bachelor degrees in Business Administration from Jönköping International Business School (JIBS), Sweden.
His service efforts have covered a broad range of activities, including, but not limited to, involvement in several continuing education workshops targeting state and local government officials; served as president elect of a state ASPA chapter; and served the academic community as a referee for a large number of peer-reviewed academic journals. He has also served on the Transportation Research Board’s Task Force on Asset Management and has been Workshop Coordinator and Co–developer for programs of the Washington Metropolitan Council of Governments, the Virginia Department of Transportation Technology Transfer Center, the Maryland Technology Transfer Center, and the District of Columbia Department of Public Works Office of Transportation. He holds a Ph.D. in Public Policy from the School of Public Policy, George Mason University, VA, and a Master of Business Administration degree from Jönköping International Business School, Sweden.
He has consulting experience in areas of Intelligent Transportation Systems (ITS) and Transportation Asset management and has been a research associate at the Center for Transport Policy and Logistics at George Mason University, VA.
