The ConstitutionThis is the constitution, approved by the executive board and members at the inception of the Penn State Cricket Club. Any changes to this constitution can be made according to article VIII and should be accepted and approved by the Pennsylvania State University. Article I :- PurposeTo promote and teach the game of cricket to all its members and all the students, faculty and staff who wish to enjoy it. To organize various cricket competitions in and around the campus, with university assistance, to bring out the cricketing talent in students, faculty and staff. To form a Penn State Cricket Team, selecting the best talent, to represent Penn State in various competitions that are held year round in other university campuses, or otherwise. Article II :- MembershipThe membership is divided into General Body Members and Board Members. Section A The President, Vice President, Treasurer, and Secretary, who are elected officers are automatic Board Members. These officers have to be registered students of Pennsylvania State University. These four officers, in consultation, will decide and nominate the other board members, after receiving applications from all general members who are interested. They will also decide on the number of board members at any given time, which could be decided for a certain time and can be changed as the club expands or as the need arises. At no time shall the number of board members be more than 10 % of the total membership. The President of the club has the veto power about appointment of board members. The board members will have to attend at least 80 % of the board meetings. Section B Section C New Membership Any and all new members will be given full disclosure during recruitment, including, but not limited to, the disclosure of: 1. New Membership Manual. 2. Schedule of New Member Events and Activities. 3. A list of responsibilities. A definition of personal rights, and a copy of the University Hazing policy, prescribed by Policies and Rules for Student Organizations. Section D Article III :- OfficersSection A Only officially registered Board members who have been on board for atleast 6 months will be eligible to serve as appointed or elected officers. Section B The executive elected officers of PSCC shall be President, Vice-President, Secretary, and Treasurer. 1. The President of PSCC shall preside over meetings, appoint committees, and have authority and responsibility of conducting the activities of PSCC with consent of the membership. In matters of dispute and a tie of votes, the president will have the final decision making authority. 2. The Vice-President shall assist the President in his/her duties and shall assume the duties of the President in his/her absence or incapacity. The Vice-President will preside over the general meetings. The Vice-President will also be responsible of fundraising activities of PSCC. 3. The Secretary shall be responsible for all correspondence, recordings, reports, minutes, and announcements, which may be required by the members and officers of PSCC. 4. Treasurer shall be responsible for maintaining all financial records, collections, and disbursement of funds and preparation of financial reports. Section C The Selection Committee for selecting teams to be sent to different competitions by invitation or otherwise, will be an elected committee consisting of 2 board members, and the president who is an automatic selection to the committee. The selection committee will be elected by the board by majority vote. Section D There shall be an elected working committee, which shall be responsible for furthering the aims of the club. It shall consist of two Programming Chairs, two Publicity Chairs, Public Relations Chair, and Undergraduate/Graduate liaison. This committee shall be elected by the board. Section E In the event that an office becomes vacant, nominations will be taken at the meeting immediately following the announcement of the vacancy. Elections will be held at this meeting and will follow the procedures as listed in Article VII Section F A vote on impeachment can be put forth by any member of the board. A vote of impeachment can be passed by a simple majority, in a board meeting. Article IV :- MeetingsSection A The board meetings will be held every month during all the three semesters, considering that summer is the time when most of cricket will be played on campus. An exception to any officer to not attend meetings during summer can be made by majority decision of board. Board meetings will not be held during final exams week. Only members of the board can raise a particular concern during these meetings. Section B A general body meeting of the club will be held once at the start of every semester. All board members and members of any elected committee will have to be present at the general body meeting. Special general body meetings may be called by the executive board or 25% of the membership. The purpose of the meeting must be stated in the call. Except in cases of emergency, at least three days notice shall be given to the membership. Section C The election meeting shall be for all the members, and all members will vote for the elected officers. Section D Meetings shall be run in accordance with the following procedure: a) Officers shall present their reports concerning their activities and duties performed. b) The board members will then discuss the tasks on the agenda and take appropriate decisions by majority. c) Open Forum will then take place to allow any person in attendance at a General Body Meeting or any board member in attendance at a board meeting to address a particular concern. d) Any decisions that have to be made, on these concerns raised will be made by the board, taking under advisement the concerns raised during Open Forum. Article V :- AccountsSection A All funds of PSCC shall be deposited and handled through the Office of Associated Student Activities (ASA). Section B All expenses shall be approved by the Treasurer and the President. Section C The Treasurer shall be responsible for submitting a budget request to the University Park Allocation Committee (UPAC) prior to each event, which requires University funding. Article VI :- AdvisorSection A The membership shall select an advisor to serve for the term of the current officers. The advisor shall be chosen from the Penn State faculty or staff. Section B The duty of the advisor is to promote harmonious existence of the organization and to guide the officers when and where it is necessary. Article VII :- ElectionsSection A Section B Nominations for officers shall be accepted beginning 14 days before the last regular meeting and will close prior to elections. Nominations from the floor will be accepted at the election. Section C An election committee of at least two and maximum five current board members shall conduct elections, count votes, and name the newly elected officers. No individual involved in conducting elections may be a potential candidate. Section D Only a quorum (33%) of membership shall be enough to conduct elections and a simple majority of those present shall be sufficient to elect a candidate. In the event a quorum is not reached, elections will be rescheduled in an emergency meeting requiring no quorum. In the event no candidate receives a majority of the votes cast, a runoff election between the top two candidates will be held immediately. Section E The general members will elect the executive officers.
Section F The officers shall be elected to serve for a term not to exceed one year and their term of office shall begin at the close of the meeting at which they are elected. Section G In the event of a lack of nominations towards new officers for the ensuing year, the present officers along with the advisor shall have the power to nominate an ad-hoc committee to discharge the duties of the association until new officers are elected. Section H The executive officers will decide and announce on the new board members after considering all applications, in no more than 1 month after their election. The present board members remain in office till that period. Article VIII :- Amendments to the constitutionThis constitution can be amended at any general meeting by two-thirds majority vote provided that 33% of all active members are present at the meeting and that the proposed amendment has been submitted in writing at least one month in advance to the board. Article IX :- Statement of FairnessThe Penn State Cricket Club will adopt a policy of fairness towards all its members irrespective of gender, ethnicity and country of origin or citizenship. It is an equal opportunity club formed for the betterment of cricket and cricketers at Penn State. |
