Revision of Alcohol Policy in Relation to Underage Drinking

 

Whereas, The Council of Commonwealth Student Governments (CCSG) represents the concerns of the students attending the Locations in matters of a University-wide nature, as well as those issues impacting the combined interests of the Locations,

 

Whereas, the National Institute on Alcohol Abuse and Alcoholism (NIAAA) found that alcohol-related deaths and binge drinking at college campuses continue to rise, and a 2007 report from the National Center on Addiction and Substance Abuse at Columbia University found that 49 percent of full-time college students binge drink.

 

Whereas, a policy is needed to increase the likelihood that students in need receive needed medical attention.

 

Whereas, the health and safety of the students is the primary concern of the university.

 

Whereas, President Spanier said in a recent press release that, “[e]ach of us has a fundamental obligation to tend to one another's needs. We study and work together; we play together; we weep as one. But first among our duties as Penn Staters is the obligation to honor the meaning of our special community, and we do that best when we remember our commitment to one another's safety and well-being and act with that commitment in mind”.

 

Be it resolved, CCSG endorses the following recommendations:

 

Revision to Penn State Alcohol Policy to Include:

7. Medical Amnesty for students needing medical attention:

 

  1. Individuals requiring medical attention due to alcohol related ailments are encouraged to contact needed emergency services.

 

  1. Medical Amnesty Policy:

 

  1. Protects student(s) who require emergency medical attention from possible policy violations and possible sanctions from the university that may follow of their result receiving emergency medical assistance.
  2. The patient or a third party must make the initial contact with emergency services for this policy to take effect.

 

  1. Good Samaritan Policy:

 

  1. Protects the student(s) who summon assistance in emergency situations from possible sanctions from the university that may follow as a result of them being with the person(s) in need of emergency services.
  2. Said student(s) must make the initial contact with emergency services.
  3. Said student(s) must stay with the person in need of emergency services until said services arrive.
  4. Said student(s) must give their name to the operator or subsequent body when calling emergency services.

 

Be it further resolved, this legislation shall be forwarded and presented to Joe Puzycki, Assistant Vice President for Student Affairs, and William Huston, Interim Director of Judicial Affairs by the CCSG Students Affairs Director for implementation.
